According to IMDb Niagara, Niagara is a drama/romance movie which was filmed in 1997 about an outsider and a young woman plagued by Tourette’s syndrome meet and together journey to Canada.
This shot was taken from that movie and as we can see, Robin has short hair in it which suits her because it makes her eyes stand out.
